I've stayed in Hoshinoyas Kyoto, Tokyo & Karuizawa, also Kai Nikko. The constant theme is they have beautiful settings, nice rooms but the service left a lot to be desired! And for your specific requirement in Kyoto that would definitely be a no. Hoshinoya Kyoto is located in Arashiyama, not exactly close to Kyoto centre.
